Found at the south slope of the Acropolis in nine fragments and pieced together. The inscription is carved in the Ionic and Attic alphabet and includes two decrees.
The first resolution was passed in the winter of 410/409 BC at the time of the Peloponnesian war. It states honors for Neapolis (today's Kavala), a faithful ally that supplied Athens with financial and military support. The city of Neapolis was of strategic importance on the Thracian coast and appears to have played a role in suppressing the revolt of the island of Thasos when it tried to break free from Athenian subordination.
The second decree, slightly later in date with letters of a smaller size, also praises the abiding loyalty of Neapolis’ citizenry while Athens promises military protection and offers hospitality to Neapolis’ ambassadors. In turn, Neapolis undertakes to erect copies of the resolution in both cities at its own expense.
The relief depicts the goddess Athena, extending her right hand to the now-lost figure of the goddess Parthenos, protector of Neapolis whose name is stated in the inscription.
